CORRUPTION


Recently I seen one of the civil works carried out by a government contractor. Although I don’t have any degree or much knowledge about civil work but noticed that all work carried out by contractor is done according to his own rough estimates without taking any proper measurements. No measuring equipment’s, observations or paper work is done which I think is not possible in any government work and my knowledge about the system says that this all paperwork is done in false way and made  the system just a formality. No government officials who visited the site done any measurements, paper work and even no feedback is taken from the peoples of that area. I think it is a general and common practice in most of the government works because of untrained peoples and to save / earn more money by contractors / officials. It clearly happens due to corruption which is eating the taxpayer’s money. The contractor use lower quality material, put untrained peoples without proper equipment’s, break rules of working etc. because he / she has to give the big amount of tender amount to concerned officials/departments. These officials use this money to promote themselves to their seniors and to grow themselves and their seniors again also forward a part of above money to their Seniors which generate a complete cycle of corruption. This corruption money is used in many illegal ways. IT MUST BE STOPPED.

This incident proves that Corruption has made its roots deep inside the system at all levels. As per news he only leaked only commercial news to some Chinese firms but what is the surety that he did not disclosed the important security details of military, naxal operations, Anti Terrorist arrangements to the enemies of our countries.
I think this mole not only to be punished financially and physically for information leakage but must be held responsible for death of our soldiers who may have died due to information passed by him. All the benefits of service must be immediately withdrawn from him in addition to cut down his helping associates.

Corruption in Education (AICTE)

AICTE (All India Council of Technical Education) , the technical arm who gives approvals on behalf of Government of India for Technical colleges and courses is in limelight due to suspension of its Chairman over corruption case and nearly three dozen office has been sent back to their parent cadres. The step has been taken by HRD ministry so that no influence happens in investigations. CBI (Central Bureau of Investigations) is probing a case of demanding money for increase in intake of seats against some AICTE officials.

This incident shows that corruption is rooted deeply in our system and I know that in last 2-3 years so many engineering colleges opened in Delhi & Haryana. I knows that that big amount and handsome gifts had been given to officials for approval of Colleges even when they are not fulfilling the infrastructure, faculty, other required norms. It is very sad that we want to make India Super Power but our institutes which will give us the future army for work is not at par with world class institutes. This is the reason that we are still behind others. It is only a small hole in Indian Education System which had been noticed, many others are still under cover.

IIT and IIM are only Indian institutes recognized world wide. I think currently we don't need some small technical college on every corner of street but some world class institutions who can train our young force and able to really produce the army of future with a great knowledge.

At last i will say lets see what happens and how government transforms AICTE, i feel that recommendations of Prof. Yashpal Committee is right and must be implemented on priority basis.

Sharp Rise in Assets: Where are Income Tax Authorities!

The candidates for Lok Sabha elections are filing affidavits regarding their assets. Many of these are sitting MPs. How come their assets have multiplies astronomically in last 5 years? The public knows how much income a MP gets! How do we explain this?

What is the Income Tax Department doing? Are they chasing the candidates for this exposure?

Very logical question: How these MPs amassed this fortune? The country needs an explanation.

Whistleblower Protection Act: Bring it in Private Sector also!

A few days back, as I watching the news on a local Chicago channel, the Illinois Governor Patt Quinn ( Governor is an elected official, hence equivalent to Chief Minister of an Indian State) announced that in order to encourage the phenomenon of whistle-blowing, some percentage of the money -if recovered - would be given to the whistle blower also. This I believe will encourage people to come out with more exposures.

The Illinois state has provided a website so that a person can get help how to expose corruption.

What does the term "Whistle blower" mean? The website tells us that: "A whistleblower is someone who exposes wrongdoing, fraud, corruption and/or waste."
The government provides protection to someone who exposes corruption (whistleblower): Whistleblower Protection Act.

Does India have Whistleblower Protection Act (WPA)?

Yes, it was enacted after a lot of public pressure and outcry.
One of the resource on internet says:

" Four years ago (2005?), India was rocked by the murder of Satyendra Dubey, a government engineer who exposed corruption in the national highway building program.

Two years later, Shanmughan Manjunath, a manager at a state-owned oil company, laid bare a scheme to sell impure gasoline. His body was found riddled with bullets in the back seat of his car. Is this what honest person should get in India.

After all, Satyendra Dubey may not have died in vain. His death was neither the first, nor will be the last that vested interests will perpetrate, but Dubey’s death uniquely galvanised nation-wide protest. That he was an alumnus of IIT mattered. IIT-ians across the world demanded action. Now at last, India has taken the first tentative step towards a full-fledged law to protect whistleblowers.

Finally on April 21, the Ministry of Personnel issued a notification granting immunity to all employees of the government except those in armed and intelligence services.

For the moment, the protector of whistleblowers will be the statutory office of the Central Vigilance Commissioner (CVC). A robust law is however, some years away."

What Further?
● In India, WPA is a welcome step. Indian government machinery is thoroughly infected with the virus of corruption. This will help fight the corruption to a certain extent. Make it more popular, and efficient! Make it simple!

● But it should be extended to private sector also so that more of Satyams can be prevented.

Remove Corruption

Actually we all talk, discuss and highlight issue of corruption in Indian system but their is no movement or campaign is started where a group of initiators shows the example of fighting against corruption.

I think a website should be started by some good peoples/NGO/Government/private company where peoples can join free and city wise meeting must be called and every participant/registered user must be motivated that he/she will not pay bribe and highlight the problem in common meetings. The well-being of its members must be ensured and also steps should be initiated to get his/her work completed.

Here i would like to mention the example of http://www.jaagore.com. Another website is http://myidea.co.in where everyone can express his/her own views about the same.In addition to these websites we should also hold meetings and provide support for solution faced by common man when he fought against corruption.

In simple words we can say that 'Awareness is the key to solution', 'Motivation will lead to Action' and 'Society support will solve the problem'.
